Jake Vollebregt serves Moulton Niguel Water District as its director for regional and legal affairs. In this role, he focuses on interagency partnerships and legislative affairs. Jake also oversees the District’s contracting and purchasing department.

Prior to joining the District staff, Jake served as the District’s deputy general counsel as an attorney with Best Best & Krieger LLP. At the Firm, he focused his practice on providing general counsel and land use counsel services to local governments throughout Southern California. Jake has provided general counsel services to municipalities, special districts, and joint powers authorities, as well as developers, builders, and property owners.

As a public lawyer, Jake has served as deputy city attorney and deputy general counsel for several cities, water districts and other public agencies in Southern California. He has advised public agencies on procurement, real estate acquisitions and dispositions, leasing, public works and construction, prevailing wage, contracting and fiscal law, elections, and code enforcement.  His experience also includes compliance with the Ralph M. Brown Act and the Public Records Act.  Jake has served as ethics counsel to various officials on matters related to the Political Reform Act and other conflicts of interest regulations.

Prior to Best Best & Krieger LLP, Jake served as a judge advocate in the United States Marine Corps. His active service included assignments as trial counsel, legal assistance attorney, and fiscal law and contracting counsel. Jake is a captain in the Selected Marine Corps Reserve, a component of the United States Marine Corps Reserve.  He currently serves as a member of the command staff for 2d Battalion, 23d Marines in Pasadena.

Jake is an active member of the Orange County/Inland Empire District Council of the Urban Land Institute.  He serves on the Board of Directors for the South Orange County Economic Coalition.  Jake was born and raised in San Clemente, where he now serves on the Board of Directors for the Boys & Girls Club of the South Coast Area. He and his wife Jessica have three children and reside in Aliso Viejo.
